Not included: the age surcharge most provinces add for vehicles more than 15 years old (about 5% of the tax for each year beyond 14), and discounts for paying several years ahead. Insurance is the Nepal Insurance Authority third-party tariff with VAT and stamp duty; car figures assume 5 seats (each extra seat adds about Rs 791), and the FY 2083/84 budget's higher cover limit may raise premiums once the Authority issues its new rates.
This registration has probably lapsed. In Bagmati a registration not renewed within five fiscal years is cancelled automatically, so the transport office may need to re-register the vehicle rather than renew it. The figures below are the tax and fines up to that point.
Year by year

Deadline

Renewal
Deadlines and fines follow the province's vehicle act. AD dates from Asar 2084 on are provisional until the official 2084 calendar is approved. Earlier years are charged at 2083/84 rates, and insurance is counted once, for the coming year. The transport office's system makes the final calculation.
Vehicle Tax Rates by Province (FY 2083/84)
Vehicle tax in Nepal is set by each province in its own finance act, so the same bike or car pays a different amount in Koshi than in Bagmati, and the deadlines and fines differ too. Every figure below was read from the province's gazetted Finance Act 2083 and vehicle act on 27 September 2026, and it is the same data the calculator above uses.

The Finance Act says 20% "from the next fiscal year" without saying whether it repeats each year; the calculator charges it once per unpaid year.
Tax paid online on time carries no fine on the tax even if the bluebook is not renewed; the late-renewal surcharge still applies (Schedule 2 item 22).
More than three years behind and paying by the end of Jestha 2084: the fines of the years before the last three are waived, but every year's tax and renewal is still charged (Schedule 2 item 19; Itahari revenue office notice). The calculator applies it. Only for Koshi-registered vehicles.

A vehicle already behind when the Finance Act 2083 commenced, paying by the end of Baisakh 2084, has the fines on earlier years waived "for the last time" (s.14(2)); fines on the 2083/84 year itself still apply. The calculator applies it.
The Vehicle Act gives Chaitra end as the tax deadline and the Finance Act gives 90 days after the bluebook date; the calculator uses the Finance Act's 90 days.
Beyond five years the fine rules stop and the vehicle can be held and auctioned (Act s.177); the registration also lapses (s.38).
Vehicles more than 15 years old pay an age surcharge; the calculator does not add it.

Until the end of Chaitra 2083, half of the fine on the tax is waived (Finance Act 2083, Schedule 2 note 19); the calculator applies it.
Only one concession can be used at a time (note 14). For a late private EV the calculator compares the 20% EV rebate with the fine waiver and uses the cheaper one.

Frequently Asked Questions
How much does bluebook renewal cost for a motorcycle in Nepal?
Motorcycle bluebook renewal cost depends on engine CC and the province the bike is registered in. For a 150cc bike in Bagmati, paid on time, it is about Rs. 7,232 (Rs. 5,000 tax + Rs. 300 renewal + Rs. 1,932 insurance); the same bike pays Rs. 4,300 tax in Karnali and Rs. 5,100 in Koshi. The comparison table above has every province.
How is vehicle tax calculated in Nepal?
Vehicle tax in Nepal is calculated based on three factors: engine capacity (CC for petrol/diesel, Watts/kW for electric), vehicle type (two-wheeler vs four-wheeler), and payment timeliness. The total bluebook renewal cost = annual vehicle tax + renewal charge + third-party insurance + late fine (if applicable).
What happens if I don't pay vehicle tax on time?
Late payment incurs fines starting at 5% (1-30 days late) and increasing to 32% per year for extended delays, and renewing late adds a surcharge on the renewal charge. If the bluebook is not renewed within five years the registration is cancelled, and unpaid tax can be recovered by selling the vehicle at auction (sections 38 and 177 of the Bagmati Act).
Are electric vehicle taxes lower in Nepal?
Yes, significantly. An electric scooter (up to 1500W) pays only Rs. 1,000-3,000 annually, compared to Rs. 3,000-35,000 for a petrol motorcycle. Electric cars pay Rs. 6,500-30,000 versus Rs. 22,000-70,000 for petrol/diesel cars. This is the government's incentive to promote EV adoption in Nepal.
Is third-party insurance mandatory for bluebook renewal?
Yes, third-party insurance is compulsory for all vehicles in Nepal. You cannot renew your bluebook without valid third-party insurance. The insurance premium is based on engine capacity and is included in the total cost calculated by this tool.
