Nepal Oil Corporation (NOC), a state-owned enterprise, is the sole importer and price-setter for petroleum products in Nepal. It buys from Indian Oil Corporation (IOC) under a long-standing supply agreement and revises retail rates roughly every fortnight, based on IOC import invoices and rupee-dollar exchange.
